  11. How is the DisplayInfo.PaletteRange value supposed to be 
  12. interperted?  Do the 3 lowwer nibbles represent the maximum
  13. values for Red Green & Blue respectively? (In the same manner
  14. as the color table for LoadRGB4().  Or ?
